MediConnect Participates in Obama's Regional Forum on
Health Reform |

On March 30, 2009 MediConnect participated
in one of President Obama's five invitation-only White House
Regional Forums on Health Reform. MediConnect hosts an
online repository of over five million digitized patient medical
records to date, and is leading the charge toward consumer
controlled personal health records.
Adam
Casto, MediConnect Executive VP, attended the northeast forum
co-hosted by Vermont Governor, Jim Douglas, Massachusetts Governor,
Deval Patrick, and Director of the White House Office of Health
Reform, Nancy-Ann DeParle.
President Obama has called these meetings a
"first step" on the road to healthcare reform. In the
recently-signed stimulus bill, Obama allocated $19 billion
dollars to electronic health records, $1.1 billion dollars for
research in the treatment of diseases, and $1.1 billion dollars for
a prevention and wellness fund, all in order to lower the cost of
healthcare for Americans.
"Health care reform is no longer just a
moral imperative, it is a fiscal imperative. If we want to create
jobs and rebuild our economy, then we must address the crushing cost
of health care this year, in this Administration," said
Obama.

Common
Privacy Myths about Personal Health Information
 There has been much confusion and
misinformation regarding how federal laws protect the privacy
of personal health information. Here are the truths to
some common myths:
A patient
authorization is always required when requesting medical records -
FALSE
There are a few rare situations in which the patient's
authorization is not required. These include medical
treatment, emergencies, payment purposes, and healthcare operations.
HIPAA penalties and sanctions apply to anyone who
discloses confidential medical records - FALSE HIPAA
penalties and sanctions only apply to covered entities as defined by
HIPAA and their business partners. Everyone who legally handles
medical records, including healthcare providers, insurance
companies, and law firms, are required to sign an agreement with
HIPAA which holds them responsible for the security of those
records.
When a patient is unconscious, their doctor cannot
share the details of their situation with the patient's family and
friends - FALSE
The doctor can use "reasonable judgement" in explaining to the
patient's family and friends about the patient's status. In
such situations the doctor is still required to only disclose the
minimum necessary amount to inform the patient's family and
friends.
Patients cannot adjust or amend their medical records -
FALSE HIPAA allows patients the right to view and amend
their medical records. While they cannot change the records created
by their provider, they can request an amendment or
update.
The highest priority in HIPAA law is privacy and
security of medical records - FALSE The highest priority
in HIPAA law is patient care and safety. In
the case of emergencies or other life threatening situations HIPAA
rules can be temporarily ignored in order to protect the
patient.
